The relationship between leadership and bureaucracy has been the focus of many studies that explore various aspects of these two subjects.
In many of these cases, the studies depend on the sociological works of Max Weber either directly, as it is the cases of Transactional Leadership and Transformational Leadership or indirectly, as it is the cases of Trait Theory of Leadership and Situational Theory of Leadership.
The main objective of this study is to reconstruct Max Weber’s analysis of the relationship between leadership and bureaucracy based on his original writings.
To accomplish this task, the subject has been divided into two interrelated parts.
The first part of this qualitative study offers brief critical readings of major leadership theories, which are Trait Theory of Leadership, Transactional Leadership, Transformational Leadership and Situational Theory of Leadership.
The second part of the study, which is the main part, examines the relationship between leadership and bureaucracy from Max Weber’s sociological perspective.
The study concluded that the major theories of leadership present vague analyses of the effect of charismatic leadership and fail to show show it raises and effects changes in organizations specifically as well as in society in general.
The study argues that the ability of administrative leadership to bring about major changes in organizations mainly because of the power of bureaucracy and stresses that major theories of leadership fail to see the essence of leadership, which is charisma, as Max Weber demonstrates in his sociological analysis.
Finally, the study presents number of recommendations, which include the importance of distinguishing between political and administrative types of leadership, and the same time, stressed on the importance of improving the efficiency and skills of administrative leaders through specialized training programs and avoiding idealistic approaches that seek to eliminate bureaucracy.
