One of the main difficulties faced by small and medium enterprises (SMEs) is access to finance.
This is due to the pessimistic view of the financial intermediaries resulting from the risks associated with the latter's characteristics, and the economic climate changes, that have led to the growth and development of these SMEs.
On the other hand, the banks rely mainly on the nature of the relationships and guarantees provided by the borrower to grant loans, which necessitated intervention by the public authorities through programs that limit the exclusion of these SMEs.

L’accès des PME aux crédits reste très difficile, en raison de la perception par les intermédiaires financiers des risques provenant de facteurs liés à l’environnement, ce qui peut constituer un frein à leur modernisation et à leur développement.
S’agissant des PME algériennes, elles reposent essentiellement sur l’endettement bancaire pour leur financement externe.
Or, l’engagement des banques apparaît fortement dépendant de l’existence d’un certain « relationnel bancaire » et des possibilités de garanties qu’offre l’emprunteur.
Les programmes d’intervention publique, limitent les effets d’exclusion des PME qui se trouvent dans l’impossibilité de rassembler ces conditions.
