During the preparation of Statute of the International Criminal Court, it was decided to give to the International Security Council two very important authorities, there authorities are: the authority to transmit international criminal cases to the court (article 13/b), and the authority to defer prosecution (article 16), however, there authorities probably become an obstacle to the International Criminal Court, because the political nature of the Security Council’s decisions.
