The subject of local development is one of the topics of great concern to intellectuals and economists, because it is centered around an overall development geographically balanced.

Since the effectiveness of microenterprises is great in creating regional balances and contributing to the development of all regions, especially those isolated geographically, and their easiness to establish compared to other types of enterprises, this research paper aims to highlight the developmental role of microenterprises and the new roles of local communities in the light of the recent constitutional amendment of 2016, as well as highlighting the national effort in establishing, accompanying and developing micro-enterprises
