The huge scientific advances in the field of information and communication technologies and modem developments have led many countries to plan for the introduction of technology in the field of education, in order to raise the level of education to the level of quality, and to benefit from the great benefits reflected on the ends of the educational system.

This has made technology a breeding ground for studies, research and conceptualization of new innovations in teaching and learning technology.

And any change in the educational system followed by amendments aspiring to the success of the educational process and achieve the desired goals.

Therefore, the Algerian educational system can not overlook the process of training and training teachers, which depends mainly on the extent of their abilities and competencies in the field of e-leaming and ways of using modern technologies and computer programs necessary and how to employ them in educational situations in the classroom This research comes to identify the competencies necessary for the teacher in the practice of e-leaming, and thus provide mechanisms to improve and develop e-leaming competencies in order to achieve the quality of education in the Algerian school.
