The Algerian state had to interfere in order to reform the local colletivities system and upgrade the quality of its services, and this by adopting electronic management as a tool, being convinced that the good quality of public service is one of the most important pillars for economic and political stability of the country.

The citizen is the main axis of public service since local authorities system is considered as the closest administration to him, and which suffers from many problems, especially the prevalence of bureaucratic behaviors which has a bad impact on the quality of its services.

In this article, we try to demonstrate the most important reforms implemented by the Ministry of the Interior and Local Collectivities to improve the quality of public services by adopting electronic management, focusing on civil affairs department of the municipality of Douera
