Arabic Abstract

تهدف هذه الدراسة إلى التعرف على واقع تطبيق الموازنة التشاركية في وكالة الأمم المتحدة لإغاثة و تشغيل اللاجئين الفلسطينيين ( الأونروا )، مكتب غزة الإقليمي ( GFO ) ، و أثرها على الأداء الإداري في ضوء تبادل المعرفة و الالتزام التنظيمي كمتغيرات وسيطة.

و من أجل تحقيق أهداف الدراسة و الإجابة على أسئلتها تم استخدام المنهج الوصفي التحليلي و طريقة المسح الشامل في هذه الدراسة.

يتكون مجتمع البحث من كافة الموظفين الإداريين من مختلف المستويات الإدارية و كذلك البرامج و الدوائر المختلفة في مكتب غزة الإقليمي.

و الذين من المفترض أن يشاركوا في عملية إعداد و تنفيذ الموازنة، بما في ذلك رؤساء البرامج و رؤساء الدوائر و نوابهم.

و مدراء المناطق التعليمية و الصحية، و رؤساء الأقسام و المدراء الإداريون و مساعدوهم.

تم توزيع 110 استبيانة عبر الانترنت صممت يشكل جيد لجمع البيانات الأولية من أفراد مجتمع البحث عبر البريد الإلكتروني الخاص بهم، حيث تم استرجاع 85 استبيانة صالحة للتحليل بمعدل استجابة 77.3 2.

و قد تم تحليل البيانات التي تم جمعها باستخدام اختبار كولموجروف سمرنوف للتوزيع الطبيعي، و معامل ارتباط بيرسون لقياس صدق الاستبانة، و ألفا كرونباخ لقياس ثبات الاستبانة، و التكرارات و التحليل الوصفي، و اختبار في لعينة واحدة و نماذج الانحدار الخطي البسيط و المتعدد، و اختبار تي للعينات المستقلة و اختبار تحليل التباين أظهرت نتائج الدراسة : ( 1 ) مستوى متوسط للمشاركة في الموازنة من قبل الموظفين في مختلف المستويات الإدارية في مكتب غزة الإقليمي للأونروا ( 2 ) تأثير إيجابي كبير للموازنة التشاركية على كل من الأداء الإداري، و تبادل المعرفة و الالتزام التنظيمي للمشاركين في الميزانية ( 3 ) تأثير إيجابي غير مباشر لتبادل المعرفة على العلاقة بين الموازنة التشاركية والأداء الإداري في حين لم يثبت التأثير غير المباشر للالتزام التنظيمي أوصت الدراسة بإشراك جميع الموظفين في مختلف المستويات الإدارية في عملية إعداد الموازنة و تنفيذها، و زيادة الوعي بأهمية المشاركة الفعالة، وت عزيز الشعور بالمسؤولية لدى الموظفين و تعزيز تبادل المعرفة و المعلومات و الخبرات و المهارات و الأفكار المتعلقة بالعمل بين الموظفين كوسيلة لتعزيز أدائهم الإداري، و كذلك تعزيز مستوى الالتزام التنظيمي لموظفي الأونروا في غزة من خلال إعادة الاستقرار و الأمن الوظيفي داخل المنظمة.

English Abstract

This study aims at recognizing the reality of applying participative budgeting in the United Nations Relief and Works Agency (UNRWA), Gaza Field Office (GFO), and its impact on managerial performance in light of knowledge sharing and organizational commitment as mediating variables.

In order to achieve the study objectives and answering its questions, the descriptive analytical methodology and the comprehensive survey method were used in this study.

The research population consists of all managerial employees from different management levels, programs and departments at UNRWA, GFO who are supposed to be involved in the budget preparation and implementation processes, including Programs' Chiefs, Deputy Programs' Chiefs and Departments' Managers and their deputies, Educational and Health Area Officers, Section Heads, Administrative Officers and their Assistants.

110 of well-designed questionnaires were distributed online to collect the primary data from the individuals in the research population via their official e-mails, of which 85 valid-for-analysis questionnaires were returned with a response rate of 77.3%.

The collected data were analyzed using Kolmogorov-Smirnov test of normality, Pearson correlation coefficient for validity, Cronbach's Alpha for Reliability Statistics, Frequency and Descriptive analysis, One-sample T test, Simple and Multiple Linear Regression Models, Independent Samples T-test, and Analysis of Variance 'test.

The findings of the study showed: 1) A moderate level of budget participation by employees in different managerial levels in UNRWA GFO.

2) A significant positive impact of participative budgeting on each of managerial performance, knowledge sharing and organizational commitment of the budget participants.

3) A significant positive indirect effect of Knowledge Sharing (KS) on the relationship between Participative Budgeting (PB) and Managerial Performance (MP) while the indirect effect of Organizational Commitment (OC) was not proved.

The study recommended involving all employees in various managerial levels in the budget preparation and implementation process, increasing awareness of the importance of effective participation, enhancing the sense of responsibility by employees, reinforcing the exchange of work-related knowledge, information, experiences, skills and ideas among employees as a means of enhancing their managerial performance, as well as promoting organizational commitment level for UNRWA employees in Gaza through returning stability and job security within the organization.
