Arabic Abstract

هدف البحث إلى دراسة تأثير عوامل سياسات عمل البلديات الكبرى في قطاع غزة لإدارة النفايات الصلبة في تطبيق الاستراتيجية الوطنية لعام 2010 - 2014.

حيث استهدفت الدراسة خمس بلديات كبرى من أصل 25 بلدية موزعة على محافظات قطاع غزة و ذلك نظرا إلى نفوذها الجغرافي و السكاني الأكبر من باقي البلديات الأخرى والمتمثلة في بلدية رفح، خانيونس، دير البلح، غزة، جباليا النزلة، و من أجل تحقيق أهداف الدراسة قام الباحث باستخدام المنهج الوصفي التحليلي الذي يحاول من خلاله وصف الظاهرة موضوع الدراسة وقد استخدم الباحث أسلوب الحصر "المسح" الشامل إذ تم توزيع الاستبانات على موظفي الدوائر ذات العلاقة بإدارة النفايات الصلبة و هي الدائرة المالية و الدائرة القانونية و دائرة الصحة و البيئة و البالغ عددهم 106 موظف يعملون في تلك الدوائر.

و تم استرجاع 70 استبانة بنسبة استرداد بلغت 66% تقريبا.

حيث كان مستوى تطبيق عوامل سياسة عمل إدارة النفايات الصلبة في البلديات الكبرى في قطاع غزة متوسطا، و كذلك الأمر النسبة لمستوى تطبيق الاستراتيجية الوطنية في بلديات قطاع غزة الكبرى و الذي كان متوسطا أيضا.

ولوحظ في الدراسة أن الاستراتيجية الوطنية لإدارة النفايات الصلبة لم تعط عوامل سياسات العمل الأهمية النسبية المناسبة و بالتحديد العامل الخاص بحجم مشاركة القطاع الخاص و الذي كان منخفض بشكل كبير مقارنة مع باقي العوامل الأخرى.

و لقد اوصت الدراسة بالاهتمام بالقطاع الخاص وإشراكه في منظومة إدارة النفايات الصلبة من خلال تقديم التسهيلات الحكومة و دراسات الجدوى الممولة لتشجيع القطاع الخاص في الاستثمار في قطاع النفايات الصلبة، إيجاد نظم رقابية و معلوماتية قوية تساعد في إدارة ملف النفايات الصلبة بشكل فعال، توفير برامج مجتمعية توعوية تساهم في إشراك المجتمع بشكل فعال في إدارة النفايات الصلبة.

English Abstract

This study aimed at investigating the impact of factors influencing work policies of solid waste management on implementing the national strategy for the period from 2010 to 2014 in the major municipalities of Gaza Strip.

This study targeted five major municipalities out of (25) in total operating in the Gaza Strip and scattered across its governorates, which are (Rafah, Khanyounis, Dair Albalh, Gaza, and Jabalia Alnazla).

These five major municipalities were primarily selected because of their bigger geographic and demographic influence compared to the other 20 municipalities.

In order to achieve the study objectives, the researcher adopted the descriptive analytical approach, which focuses on describing the phenomenon under the study, and used the census survey method for data collection.

A Number of (106) questionnaires were distributed to the working staff in relevant departments of solid waste management including (financial department, legal department, health and environment department).

Only (70) questionnaires were retrieved representing a response rate of approximately (66%).

Results of the study revealed that the level of implementing the factors influencing work policies of solid waste management in the major municipalities of Gaza Strip were average.

The same applied to the level of implementing the national strategy in those municipalities, which was also average.

Results also showed that the national strategy of solid waste management was not relatively significant to the factors influencing work policies, namely the factor of the size of private sector participation, which level was considerably low compared to the other factors.

The study recommended paying attention to the private sector and getting it involved in the solid waste management matrix.

This can be done through providing governmental facilities and funded feasible studies to encourage the private sector to invest in solid waste area.

Another important point is to establish strong controlling and information systems to assist in managing the solid waste file effectively.

Finally, it is important to introduce social awareness programs that effectively contribute in the participation of the community in solid waste matrix.
