The internet has recently become what we call a nightmare that haunts every nation, for it could be used for ill-fated purposes such as terrorist activities.

It became a safe haven for jihadists who consider it to be a vital medium to spread their propagandas and graphic contents.

Based on what we mentioned above, we indented in this article to highlight theoretical and historical contexts related to the concept of electronic terrorism.

In addition, to analysing communication methods and strategies used by terrorist groups to achieve its various purposes and mechanism and legal framework of the state to counter their activities.

As well as pre-emptive strategies to fight cyber terrorism after the networks have turned into a safe haven for extremist groups that have contributed to the mobilization of minds, spreading propaganda and attempts to attract new recruits.
