Abstract EN

This article addresses the limits of the role of administrative leadership in building and rebuilding organizational culture in economic institutions.

on the one hand, the article attempts to define a set of objective and subjective circumstances and situations that provide elements that support the effective role of the administrative leaders.

and on the other hand, the article monitors the conditions that are responsible for providing climate that contributes to the creation of elements that limit the the effectiveness of these leaders; and hinders their ability to build and to rebuild and develop the organizational culture across various stages of their institutions work.

in this field , the article also attempts identify a number of factors; some subjective, and some objective, that contribute together and individually to negatively affect the performance of administrative leaders in the building and developing organizational culture area.
