The study of the topic of administrative staff as a political actor within the local framework for the employees of the administrative institutions of the department and the Municipality of Es -Senia .

especially during the emergence of the starting period of political opening which will raises several questions .

which reflect the relationship between the employee’s effectiveness and the political participation in the democratic process.

This process will lead the political actors to evaluate the performance of their institutions .

whether partisan < through which they are dealing with different categories and different groups » and even the elected institutions < in which their activists are present .

in the sense of developing standards for better and efficient participation by enabling all in local decision making.
