English Abstract
The environmental problem has received intérêt grandat the international and local levels, especially after the Stockholm World Conference in 1972 and the change in the way it deals with the environmental issue.
As the world has witnessed several changes in the environmental field after the aggravation of this problem and its serious consequences at the social level.
Where Algeria has know a widespread of irregular public spaces that have distorted the aesthetic landscape of cities and Urban and reflected negatively on social life and the ecosystem.
In line with the Algerian environmental sector, there has been an important development in the process of preserving the environment through the issuance of several laws and regulations And the creation of several facilities for the organization and management of waste in order to eliminate the public waste dumps as well as the black points, resulting in the closure of 3000 public vacuum in the last 15 years, and replacing them with the technical centers of the most secure on the urban and social environment and on this basis The State seeks to establish technical filling stations at the district and state levels.
