The financial function of the parliament is of a prime importance, this is due not only to the fact that it is among the most important competencies falling within the scope of the legislative power.

but because it is the mainspring of this constitutional institution.

moreover, it enables the parliament to take part in the making of the financial law,allowing ,thus, the government to carry out the task of controlling the action of the government to the full and effectively.

besides, it is now made possible for the parliament to debate over the policy of the government as budget is basically the reflexion of the state’s main instructions and guidelines but, the legal rules pertaining to the date of submission of the budget adjustment project are obscure, also the parliament right to the information is not implemented subsequently the adjacent parliament control on budget application is made shallow

La fonction financière du parlement est d'une importance primordiale, non seulement parce que c'est l'une des compétences les plus importantes du pouvoir législatif, mais parce que c'est la raison de l'existence de cette institution constitutionnelle, de plus elle lui attribuait un enorme pouvoir , qu'il lui permet de contribuer a elaborer le projet de la loi de finance et d'accorder au gouvernement la permission de la mettre en œuvre et d'exercer un contrôle total sur l'acte du gouvernement, en outre, le parlement peut discuter de la politique du gouvernement, puisque le budget de l'etat est considéré comme une traduction numérique de grandes orientations de l'etat mais en raison de l'imprécision des règles juridiques régissant la date du dépôt du projet de loi de règlement budgétaire, et l'absence de droit d'obtenir des informations, le contrôle parlementaire sur l'exécution du budget est devenu a la fois formel et superficiel.
