The original Warsaw Convention of 1929 constituted the fundamental construction of the legal unification of international air transport regulations and had the greatest impact on the international community's service in this area.

However, over time, with the development of the technological, social and economic components of international transport, it became necessary to revise and modernize the Warsaw system in keeping with the radical changes in the framework, structure and nature of civil aviation and the global economy.
