The study tries to address by analysis and discussion to a topic that is of great importance to any society, both advanced and developing.

The concept of investing in human capital is of increasing interest especially in recent years.

Higher education is one of the most important means available to any society to prepare and to form high-efficiency individuals necessary to achieve development and lead the overall development process.

The development of higher education has been a great development especially during the last two decades, in the light of the rapid changes that have led to the emergence of new roles for this sector, the most important of which is the extraction of highly qualified human capital through developing individual personality and set him up to work in a particular profession.

The research concluded that the development of educational programs and methods of evaluation is necessary to improve the level of human capital produced by institutions of higher education and strengthen the developmental role that it provides to serve the community.
