Abstract EN

This study aims to analyze the evolution of public expenditure in Algeria and Saudi Arabia during the period 2000-2017 and the indicators of its governance.

The study concluded that the public s expenditure in the two countries during the period studied is characterized by continuous increase, which was mainly related to the increase in oil revenues and the expansion of development programs and projects, which necessitated the control of public expenditure through the establishment of the requirements of its governance, especially after it showed the most important indicators of public expenditure governance in the two countries have a significant weakness in the transparency of government policy and chronic weakness in the efficiency of public expenditure in addition to the vagueness and lack of transparency of the budget, This requires reconsideration of the current budgetary system, the application of the code of good practices on fiscal transparency, and the establishment of participatory budget rules.
