تعاني الموارد المائیة في السلطنة من تزاید الضغط علیھا بفعل النمو المطرد في أعداد السكان و التوسع الھائل في قطاع الزراعة الذي یستھلك حوالي 92% من مجمل الموارد المائیة في السلطنة، كما أن حرص الحكومة على سیاسة التنوع الاقتصادي الرامیة إلى ازدھار السلطنة و الحفاظ على التنمیة المستدامة في البلاد قد أسھمت إلى حد بعید في استنزاف الموارد المائیة الوطنیة.
فتدھور جودة المیاه و خاصة في سھل الباطنة لا یشي فقط بدرجة التدھور في مخزون المیاه الجوفیة بل أیضا تشیر إلى الحاجة الماسة لوضع خطط فعالة لإدارة الطلب على المیاه مبنیة على أسس علمیة راسخة، من ھنا حرصت وزارة البلدیات الإقلیمیة و البیئة و موارد المیاه على تنفیذ العدید من الدراسات المتعلقة بإدارة الطلب على المیاه في مختلف القطاعات: الزراعیة، الصناعیة، التجاریة و المنزلیة.
و من ھذه الدراسات، مشروع تركیب العدادات في منطقة جنوب الباطنة التي بدأت في عام 1994 بھدف تقییم أنماط استخدام المیاه في عدد من المزارع التي تم اختیارھا بشكل عشوائي في منطقة جنوب الباطنة، و لقد تم تقسیم المشروع إلى مرحلتین على مدى سبع سنوات، وفر فیھا المشروع كمیة ھائلة من البیانات المتعلقة بجودة المیاه و معدلات الضخ بالإضافة إلى أنماط الفلاحة و أنظمة الري.
یتم من خلال ھذه الورقة استعراض نتائج مشروع تركیب العدادات مبینا دور ھذه النتائج في وضع أسس لدراسات أخرى على إدارة الطلب على المیاه في القطاعات الصناعیة و التجاریة و المنزلیة، بالإضافة إلى دراسة توسیع تركیب العدادات لتشمل مناطق أخرى في السلطنة.
Abstract EN
The Sultanate of Oman is experiencing increased pressure on its groundwater resources.
This is mainly due to agricultural enterprises, which consume about 92 % of national water resources, as well as an upsurge in industrial, commercial and domestic water use.
The ever-growing population, diversification of economic activities and the ensuing rise in national prosperity have meant an increasing demand for water.
This has resulted in a marked depletion of groundwater supplies, intrusion of seawater, and deterioration of ground water quality in the case of the Al Batinah region.
A scientific and effective water demand management strategy for the Sultanate is therefore needed.
Accordingly, the Ministry of Regional Municipalities, Environment and Water Resources (MRMEWR) have conducted several studies related to water demand management in the agricultural, industrial and domestic sectors.
One of these studies was the Water Metering Pilot Project (WMPP), initiated in1994 with the objective of evaluating patterns of water use on a number of randomly selected farms in the southern Al-Batinah The results obtained over a period of seven years confirm that water metering alone does not help reduce the quantity pumped.
These findings have encouraged other advanced studies on water demand management in industrial, commercial, domestic and agriculture sectors in different areas of the Sultanate.
