Abstract EN

In order to reinforce the popular control, the Algerian legislator and through the new code of local collectivity(wilaya)number12/07 ,has given the members of the elected counsel of wilaya the right of control on the exicutif activities, and by the exicutif we mean the wali himself and different responsible of sectors all over the territory of the wilaya.

These members of the elected counsel were given many tools such as: written questions, investigation comities, and the annual statement of the wilaya activity.

However these tools remain ineffective without any legal sanctions, this situation requires a review by rein foreign them with legal tools that may lead to the responsibility of people in charge(the wali and all the services responsible).

Wight the existence of that kind of censure, the position of the local elected will be reevaluated and will become a reel partner in the management of the wilaya
