The partnership between the Government and non-governmental organizations has become a modern alternative to development.

It is no longer possible for any developed or developing country to undertake all developmental tasks in society.

It has become well established that development is closely linked to building an institutional and effective partnership between governments and nongovernmental organizations, Thus, a shift in how to develop depends on building the partnership between the State and civil society.

This is why the collective movement is a prominent feature of modern societies because it reflects the consciousness of society and open it to pluralism and human freedoms, given to the active role it plays in various areas of life, It is an important partner in promoting the development project of the country and being able to play several roles ;it’s the supervisor, observer, organizer and assistant, but its sphere is always within the permissible space of the dialectical relationship between power and active movements .
