Abstract EN

This research paper studies the Youth Empowerment in Arab Countries: Opportunities, Challenges and Alternatives.

This subject is one of the main topics that attract not only scholars in different domains but decision makers as well.

Different questions can be asked in this subject, but this paper deals with the problematic of the correspondence between efforts of youth empowerment in Arab countries and the huge challenges to these efforts, mainly since the beginning of what is called “Arab spring”.

This paper is divided into three chapters.

The first chapter is consecrated to an analysis of the youth empowerment concept in addition to the different theoretical approaches and models of youth empowerment.

The second chapter tries to expose the numerous opportunities and challenges that are related to youth empowerment process in Arab region.

In the last chapter, a series of solutions were suggested in order to make Arab youth more empowered.

The findings of this paper are theoretical and operational.

It suggests revising the definition of youth with a same meaning in all Arab countries.

Secondly, a pertinent approach to Arab countries specificity should be adopted in order to make youth empowerment policies fruitful.

Finally, the Arab Spring is considered a convenient context that encourages the initiatives that make Arab youth more empowered.

To achieve of these goals, we propose, at the national level, the concept of “Governance of Youth Empowerment” as a strategy based on the indispensable contribution of different actors (Government, Private Sector, Civil Society) in the process of Arab youth empowerment.

At the supranational level, we propose the concept of “Integrated Arab Youth Empowerment” that focuses on bilateral, regional and Arab youth empowerment policies.
