Our current world is witnessing transformations and rapid changes that affect society as a part of this environment, which has caused many problems and crises.

In the light of the high population and the growing of their needs and desires in various fields of life, a modernization and promotion of public institutions has become a must in order to reach and provide those desires.

Hence, the development of this utility has become a challenge for countries to achieve development and growth.

The objective of this study is to identify the most important forms of promotion done by the Education Directorate of Tlemcen, as a public utility, through conducting a field study of the Directorate of Education reaching the Ministry of National Education.

This last has recently adopted digitization which participated in improving the services provided to the various parties in the educational system.

Besides, its dependence on granting additional financial aid to educational institutions for its rehabilitation in order to ensure that it carries out its duties in the best circumstances.
