Abstract EN

The purpose of this study is to identify the level of practicing administrative transparency to the leaders of secondary schools in Medina from the viewpoint of female teachers, and to reveal the difference among the viewpoints of female teachers, about the level of practicing administrative transparency in secondary schools in Medina, according to specialization, academic qualification, experience, and to identify the requirements to enhance administrative transparency from the viewpoints of leaders of secondary schools themselves.

The descriptive, quantitative and qualitative approaches were used, and the study depended on two tools : a questionnaire applied to cluster random sample (250) female teacher, and the interview with a chosen sample consisting of (5) leaders of secondary schools.

The study concluded a number of findings : The level of practicing administrative transparency to the leaders of secondary schools in Medina from the view point of female teachers for all study domains comes within a medium average.

The most domains in the level of practicing administrative transparency to the leaders of secondary schools is domain of transparency of communication and information flow, comes within a medium average, followed by transparency of legislation, laws and regulations, then transparency of work procedures and decision making with medium average, then the transparency of accountability, and performance evaluation with a medium average.

There were no statistically significant differences between the responses of study samples at the level of 0.05 about the study level of practicing administrative transparency in the leaders of secondary schools in Medina, according to the variable of specialization in all domains of study.

There were statistically significant differences between the responses of study samples at the level of 0.05 about the study level of practicing administrative transparency in the leaders secondary schools in Medina, according to domain of transparency of communication and information flow, and domain of transparency accountability and performance evaluation, in favor of university degree holders.

-There were no statistically significant differences between the responses of study samples at the level of 0.05 about the study level of practicing administrative transparency in the of leaders secondary schools in Medina, according to the variable of practical experience.

-There were the requirements of enhancing transparency from the viewpoint of leaders, to spread transparency awareness, and holding training courses, and activating the channels of communication, provide a democratic environment, and establish a mechanism of incentives.

-In light of these findings, some recommendations were given, topped by the following : raising the level of practicing administrative transparency in the of leaders secondary schools in Medina, through spreading the culture of transparency, enhancing the career development, holding training courses, availing of the feedback in developing the work mechanism.
