The study dealt with the subject of the First London Conference of 1939, which was held after the failure of the committee's plan to divide Palestine.

The British retreat from partition was temporary, in an attempt to find some kind of understanding between Arabs and Jews to absorb the bad effects of the revolution and the Partition plan.

Britain has evaded any commitment to any party other than what is stated in the mandate document, although it is prepared to make amendments to the instrument if the Arabs and Jews see it.

The British vision of the solution stems from the termination of the mandate and the establishment of an independent Palestinian state, which may be of a federal nature with which Great Britain has a treaty guaranteeing both countries their interests.

The Palestinian vision emerged from the retreat of the idea of the Jewish national homeland, the cessation of immigration and the transfer of land and the declaration of the independence of the State of Palestine, where Jews are denounced as a minority that respects their rights without recognizing a special relationship with the Jews in Palestine.

The Jewish vision emerged from the Balfour Declaration, the Mandate and the regulation of immigration according to the country's economic ability to absorb and settle, financial support for the Jews, building a Jewish military force to protect the Zionist project and waiting for the announcement of the Jewish state.

The Arab and Jewish rejection of the British proposals prompted the British government to announce its future policy, regardless of the consent of Arabs and Jews, on the basis of its obligations under the Mandate and in the Balfour Declaration.

This sovereignty was considered the maximum concessions that the British government could offer to the Arabs
