إدارة الفوائض النفطية في الجزائر في ظل تغيرات أسعار النفط خلال الفترة 2000-2016

Abstract EN

This paper aims in his first phase at studying the oil prices developments at the international level and tries to identify the factors that caused its instability in the period 2000- 2016.

The research showed that oil prices were subjected to severe shocks during the study period.

It started when the average price of the OPEC basket dropped from 96 $ per barrel in 2008 to 61 $ per barrel in 2009, then rose to 109 $ in 2012, gradually declining to 49 $ in 2015 and then 34$ in the first half of 2016.

In the second phase we tried to analyze the policy of the Algerian government in managing oil surpluses obtained from the oil revenues and the fields of their uses.

The research also found that Algeria's dependence on the income of the oil sector, which is a major source of foreign currency and balance of payments support, as well as the importance of oil resources in financing the economic development of Algeria that should be properly managed, in order to meet the requirements of development.

However, Algeria has failed to exploit these surpluses in adopting a wide range of economic reforms that allow it to be independent from this depleted resource.
