From mid twentieth century till now, the role of the players in the housing sector in Egypt varied between the public sector as a main player to cover the demand for housing , and the participation of the private sector.

This variation has emerged in the volatility of policy and its reflection on their role, starting with reducing the role of the government, to maximizing the role of the private sector in the housing programs aiming to direct investments in the high-end housing projects.

The issue of the affordable housing became out of reach, without government intervention.

Therefore, the authorities represent a system with key elements Central authorities, Governorates, Governmental fund directed to finance the housing sector and the private sector , which became an active participant demanded by the political parties nowadays, by encouraging the private investment to play its role in achieving according to the government plan and market needs.

With the National Housing Project adopted by the government, that aims to support social groups, with the private sector to provide different types of affordable housing (Units for Sale, Units for Rent, Land Plots, Core Housing, Rural Housing, etc.

), as a method of the socio-economic development of the society; thus reducing the burden on the government
