Abstract EN

The views that try to explain the concept of cultural elites and the authority of the Ottoman Empire are different according to the analytical tools adopted by the scholars.

The historical representation of the cultural elite in the era of the Dayiat can not deny the courage of this group to claim their right to political participation.

There has been a clear tendency by some historians to interpret the dimensions of this concept with the view that political factors and the struggle for power prevail above all considerations and that some give them socioeconomic or Religious .Whatever the case, it seems clear to us that the cultural elite at the time was the founder of the ongoing historical process, which constituted the concept of modern power, which is the institutional product of the modern state.

The problem of this research is to study the concept of the cultural elite as a functional transformation in line with the social and economic transformations of the country.
