shafaq yousif jaddoa University of Baghdad /College of Education for Women Abstract This research investigates modern linguistics in terms of the “universality” concept, through which linguistics shifted its attention from the description of the phenomenon into finding an interpretation of it.

Then it investigates what needs interpretation in the language.

If the mere description answers the questions regarding the phonological, morphological, and syntactical systems of the languages, as well as their particular semantic systems, then it should be complemented with what makes it possible to learn a language? what makes it possible for human beings, after learning the language, to understand and produce the language in every speaking occasion? This research moves a step beyond the particular structures and systems of languages into their metaphysics, and then crossing over the particular to what is more universal and common.
