Electoral participation has a major role in determining the legitimacy of the political system in any country.

It indicates the confidence of the political system in the eyes of citizens and the effectiveness of the elections in changing the political power, and the larger voting means, the greater the confidence in the political system.

Iraq has fought more than an electoral experiment and the rates of participation of citizens they were exposed to change according to the presence of many causes make this ratio high or low, including the security, political, social and geographical reasons.

But, in general, after 2003, elections became a sign of change in order to hold political power accountable rather than a coup d’état.

Therefore, we have been keen to study the electoral participation in terms of legal and propose a computer application can be installed on smart phones in order to facilitate the voting process for voters who cannot vote cannot vote for various reasons, all with the aim of increasing the proportion of votes of citizens in the electoral process.
