As society progresses in the developing world, the law still lags behind the changing values of society in towards recognizing transboundary relationships, parental responsibility, and others issues.

As the saying goes: "Society moves forward and law lags backward".

Although this argument is not always correct It is a major emerging issue facing lawmakers, legal experts, social scientists and others.Two main factors affected the global transformation of family laws, namely human rights and globalization.

The latter imposed themselves on the transformation of families through the global migrations of capital and labor that accompanied them, thus rupturing families, creating new families and making radical changes in them.

(Dating and marriage sites) to join modern families, encouraging separation from the old family community away from traditional systems.

Thus, international family law has emerged for some time referring to a reference to a series of multilateral conventions primarily concerned with conflicts of laws in this area and changes in the legal systems of States on familyrelated approaches to international issues, resulting from new trends in legislation.
