Higher Education Institutes are considered as creators of Leaders.

It is also the way to achievc development, and to provide the socicty with various human resources.

In addition, such institutions seek to develop scientific research fields, as well as evaluating the development experiences in order to utilize the best resource in the society and to spread cultural knowledge and strengthening society values.

Regarding the changcs that confront Emirates Society in social and economic development, a lot of demands are forced on the society especially in higher education field.

As a result, basic changcs took place according to its goals, structure, methods, development requirements, and its relevance ti the sosciety.

The aim of this rcscach is to identify the importnarft nrhighw education.

To achieve this, the research discussed the goals, importance and philosophy of the higher education.

In addition, the study dealt with negative and positive roles in society development regarding private higher education, as well as the regulations that arc carried out by such institution to achieve marvelour future to the private higher education in the U.AJE.

In conclusion, the study stressed on the challenges and difficulties confronting higher education.

As well as, some of the proposals that might rcducc the difficulties in such programs, in order to promote the higher education level and to achieve total quality management in higher education institutions.
