The phenomenon of enforced disappearances of detained dissidents, political adversaries and so forth, is one of the most dangerous forms of human rights violations, which is usually associated with exceptional circumstances.

Such a phenomenon is undeniably a flagrant transgression of several human rights and fundamental freedoms guaranteed by international conventions.

Therefore, the international community has adopted many conventions and declarations in order to ensure that individuals will not be victims of enforced disappearances and even during exceptional circumstances.

In view of the serious nature of enforced disappearances, the United Nations General Assembly devoted particular attention to this serious phenomenon, establishing a working group of its members to serve as experts to study issues related to enforced disappearances.

In addition, the International Convention on the Protection of Persons from enforced disappearance provided for the establishment of an International Commission on enforced disappearances.

We shall review its terms of reference and resolutions.
