The international legal order, be it customary, international conventions or general principles, as well as domestic legal systems, by imposing obligations on its persons is considered enforceable, and if that person breached his obligations to incur international criminal responsibility for his wrongful act.

The international person's responsibility for international responsibility is a sanction for his enjoyment of the rights recognized by international law and for ensuring that he fulfills his international legal obligations and duties.
