The definition of a fixed concept for small and medium enterprises differs from one country to another depending on their economic and social potential and circumstances, such as the degree of industrialization, the nature of components and factors of industrial production, the quality of traditional handicraft industries existing before modern industry, population density, availability of manpower, Income and other economic and social aspects, which define the characteristics and nature of the existing industries in them.

The definition of this is also different according to its objective, since it is difficult to find a unified definition for this type of institutions as it differs from another country a set of criteria that help to reach a relatively common concept of an institution.

What appears to be a small or medium institution in a developed country may be classified as a large institution in a developing country and vice versa.
