Abstract EN

The modern state is based on the system of administrative decentralization which has archieved the purpose of the existence of the state and this in view of what has become know to the societies of the developement and cross-section and many in different areas of life , whether social , economic or political.

The central administrative system is the first system defined by states in governance and administration , which is based on consolidation in the administrative function and its accumulation and restriction in the hands of the central authority ( the executive authority) , the decentralized system, which is based on the distribution of administrative function among the authorities ( Municipal and state ), these persons enjoy independent legal personality and subject to the control of the central government .

Their work is in the form of deliberation in various fields.
