There is a famous saying in the constitutional doctrine says that : "where ever there is an authority, there is a responsibility, and by analyzing the Algerian constitutional system especially about in which extent does this saying realized in the light of the latest constitutional amendment in 2008, we will try to answer the following question; What is the nature of the responsibility and by which the real position of the prime minister in the Algerian constitutional system in the light of the amendment of 2016? According to the Algerian constitutional amendment of 2008, the prime minister has no effective authorities, especially after replacing his programme by the president of the republic s one, which clarify the nature of the practiced programme that was namely belong to the prime minister, but in fact, it was the president s.

Now, in the light of the constitutional amendment of 2016,by replacing the president s programme by the government plan of work, its possible to rationalize the prime minister responsibility the prime minister has loosed even his unique pure authority , they are all in the president s programme service all this make the prime minister just an assistant for the president of the republic who is not responsible politically but has a huge authorities, whereas the prime minister has no effective authorities which leads to put the later in a very weak position comparing with the president of the republic and this means that there is no real double executive authority rather then a unique one presided by the president of the republic which means that there is a change in the nature of the Algerian constitutional system from the semi parliament system to the closed presidential one .

This means that the constitutional system should be clarified either a parliament or a clear presidential one.
