Algeria has a developmental experience among developing countries due to the successes, failures, volume of investments and efforts exerted to meet that on the one hand.

On the other hand, the long period of time it took, mainly forty years of relentless work and continuous activity.

Therefore, the study of the experience including its achievements, negativities alongside the faced difficulties, is considered more than an necessity to evaluate positive points and to overcome negativities and difficulties.

We focused on a an important side of the Algerian experience in this research due to the local development represented in specialized programs of govemoratcs.
