Arabic Abstract

هدفت الدراسة التعرف إلى القيادة الاستراتيجية و علاقتها بالقدرة التنافسية لدى مديري المدارس الثانوية الحكومية في محافظة العاصمة عمان من وجهة نظر مساعدي المديرين، و لتحقيق هدف الدراسة تم استخدام المنهج الوصفي الارتباطي، و تم تطوير أداتين للدراسة وهما : أداة القيادة الاستراتيجية، و أداة القدرة التنافسية و تم التأكد من صدقهما و ثباتهما، و قد تم تحديد عينة عنقودية عشوائية تتألف من أربع ألوية، و هي لواء قصبة عمان و لواء الجامعة، و لواء ماركا، و لواء القويسمة، إذ تكونت عينة الدراسة من ( 169 ) مساعدا و مساعدة تم اختيارهم بالطريقة الطبقية العشوائية.

و قد أشارت نتائج الدراسة إلى أن درجة ممارسة مديري المدارس الثانوية الحكومية في محافظة العاصمة عمان للقيادة الاستراتيجية كانت مرتفعة إذ بلغ المتوسط الحسابي ( 3.77 )، و أن درجة تحقيق القدرة التنافسية لدى مديري المدارس الثانوية الحكومية في محافظة العاصمة عمان من وجهة نظر مساعدي المديرين جاءت مرتفعة إذ بلغ المتوسط الحسابي ( 3.82 )، كما أظهرت النتائج وجود علاقة ارتباطية ذات دلالة إحصائية بين متوسطات استجابة مساعدي المديرين لدرجة ممارسة مديري المدارس الثانوية الحكومية في محافظة العاصمة عمان للقيادة الاستراتيجية و علاقتها في تحقيق القدرة التنافسية و قد بلغت ( 0.943 ).

و بينت النتائج عدم وجود فروق ذات دلالة إحصائية بين متوسطات استجابة أفراد عينة الدراسة لدرجة ممارسة مديري المدارس الثانوية الحكومية في محافظة العاصمة عمان للقيادة الاستراتيجية تعزى لمتغيري الجنس، و سنوات الخدمة، في حين هناك فروق ذات دلالة إحصائية بين متوسطات استجابة أفراد عينة الدراسة تعزى لمتغير المؤهل العلمي لصالح فئة ( ماجستير فأعلى ) و كما أنه لا يوجد فروق ذات دلالة إحصائية بين متوسطات استجابة أفراد عينة الدراسة لدرجة تحقيق المدارس الثانوية الحكومية في محافظة العاصمة عمان للقدرة التنافسية تعزى لمتغيري الجنس و سنوات الخدمة، في حين كان هناك فروق ذات دلالة إحصائية بين متوسطات استجابة أفراد عينة الدراسة تعزى لمتغير المؤهل العلمي لصالح فئة (ماجستير فأعلى).

و أوصت الدراسة بضرورة قيام قادة المدارس بصباغة رؤية و رسالة طويلة الأجل لمؤسساتهم التعليمية شاملة أهداف استراتيجية و واقعية و قابلة للتطبيق و القياس و التعديل، للتوصل إلى أفضل المخرجات التربوية و التعليمية و إنشاء نظام لإدارة المخاطر و الأزمات و التحديات يتضمن خطط مرنة قابلة للتعديل و التطوير وفقا لنوع و شدة التحديات، و تشكيل فرق عمل موزعة عليها المهام لتقديم الدعم و المساعدة لقادة المؤسسات التعليمية.

English Abstract

This study aimed to identify strategic leadership and its relationship the competitiveness of public secondary school principals in Amman governorate from principals’ assistants’ point of view.

To achieve the objective of the study a descriptive correlation survey method was used and developed two tools: strategic leadership questionnaire, and competitiveness questionnaire and it was verified and validated.

A random cluster sample consisting of four districts have been identified, namely: the Kasbah district, the university district, the Marka district, and the Qweismeh district.

The study sample consisted of (169) assistants, they were chosen by the stratified random method.

The results of the study indicated that the degree of public secondary school principals in the capital Amman governorate practicing strategic leadership was high which the mean reach (7733).furthermore, the capital Amman governorate from the point of view of assistant directors was also high which the mean reach (3.82).

The results also showed a statistically significant correlation between the averages of the response of the principals’ assistants’ to the degree to which high school principals in the Amman governorate practicing strategic leadership and their relationship in achieving competitiveness which reach (0.943).

The results indicated that there were no statistically significant differences between the averages of the response of the study sample individuals to the degree of the practice of the principals of public secondary schools in the capital of Amman for strategic leadership due to the gender, and years of service variable.

While there were statistically significant differences between the averages of the response of the study sample individuals due to the variable of the academic qualification In favor of the category (Master and above).

Furthermore, there were no statistically significant differences between the averages of the response of the study sample to the degree of achieving competitiveness among public secondary school principals in the capital Amman governorate, due to gender and years of service variable.

while there were statistically significant differences between the averages of the response of the study sample individuals due to the variable of the academic qualification In favor of the category (Master and above).

The study recommended that school leaders should formulate a long-term vision and message for their educational institutions, including strategic, realistic, applicable, measurable and adjusting goals to achieve the best educational outcomes.

Moreover, establishing a system to manage risks, crises and challenges that includes flexible plans that can be adjusted and developed according to the type and severity of challenges, and the formation of task forces distributed over them to provide support and assistance to leaders of educational institutions.
