Abstract EN

Commercial openness and freedom had occupied a great deal of the researchers and economists attention, at the current time, due to the changes of the political and economic systems in Iraq during the study period, where it had turn into market economy.

The monetary policy importance increased among the economic policies during the recent period especially after applying the economic reformative program by many countries especially, the developing countries, where these policies are among the policies of the commercial openness and the international trade and affecting the foreign exchange rates.

The study aim is to review the economic openness focusing on the variables of the monetary policies, foreign exchange and openness, considering the commercial openness of the Iraqi economy, measuring the effect of the monetary policy variables on the foreign exchange rates the commercial openness.

The commercial openness increased greatly especially after 2003, it had been measured with four indicators, where the study found that the gross production indicator is the nearest to reality, within the standard sample of measuring the effect of the monetary policy on the foreign exchange rates behavior, so the sample includes independents variables( cash supply, interest rate and the commercial openness) with one dependent variable which is the foreign exchange rate.
