Cyberspace has assumed great importance in the internationalsystem and in the restructuring of the capacity of itsstakeholders, after the increasing reliance on it methods as newtools of modernity, complexity and ability to influence theachievement of goals and the resolution of the results ofinternational conflicts in their armed and non-armed form for thebenefit of their owners.

In the international armed conflicts withthe technological development which contributed to finding newways to support and resolve international conflicts, if notalternative to the direct military cohesion between countries, which led to different degree of threat and its effects and Sourcesand oath of allegiance, So that the force has become not onlypossess the tools of conventional war only, but the ability toparalyze the power of the disputed party and the confusion ofinformation systems, and in this form appeared cyber strategy ininternational conflicts or cyber disputes, so to speak.
