This research deals with the reasons that led to hold the Washington meeting of the Iraq opposition 1998 which paved the way for the New York Conference 1999, whose results primarily introduced to hold the last conference of the opposition before the fall of the regime 2003 which is the London conference of the Iraqi opposition 2002.
