The approach with objectives was replaced by the approach with the competencies, and the first approach tried to correct what happened to the second approach and achieve the renewal of the Algerian educational system and educational policy.

The study will try to use the procedures of description, analysis and comparison, following the textual analysis steps in the light of the two approaches mentioned above, to answer the following problem: Did the approach with competencies represent a break with the approach to the goals or an extension of them?
