The penal legislation decided to put special protection for the category of people with special needs, in view of the marginalization that it suffers from, because of its physical or mental weakness, to return the assault, by deciding severe penalties for the crimes that the person has with special needs, Including the crimes of human trafficking and trafficking in human organs.

These criminal phenomena target the physical integrity of the individual and take advantage of the weakness and disability of this group.so, the status of disability in the victim is considered an aggravating circumstance for the offenders against people with special needs.
