تهدف هاته الورقة البحثية بشكل رئيسي إلى أن تبين بأن إنشاء اقتصاد السوق يفرض تنمية اقتصادية متناسقة و كفاءة مؤسسية، و لقد تم التوصل إلى النتيجة الجوهرية التالية : يجب على السلطات العامة وضع إصلاحات هيكلية تخص في نفس الوقت البيئة الاقتصادية و المؤسسية، و التي تعتبر شرط ضروري لخلق و زيادة إمكانات النمو.
Abstract EN
The central objective of our paper is to highlight that the construction of the market economy requires harmonious economic development and institutional efficiency.
Our main result is as follows : The public authorities must implement structural reforms affecting both the economic and institutional environment, which are a necessary step to create and increase the growth potential .

L’objectif central de notre papier est de mettre en lumière que la construction de l’économie de marché impose un développement économique harmonieux et une efficience institutionnelle.
Notre principal résultat est le suivant : Les pouvoirs publics doivent mettre en oeuvre des réformes structurelles touchant à la fois l’environnement économique et institutionnelle qui sont un passage obligé pour créer et augmenter le potentiel de croissance .
