This study aims to know the extent of the impact of oversight in enhancing the rationalization of public spending, and controlling financial deviations in the state's public budget, by defining the concept of the public budget, overseeing its implementation, and the concept of rationalizing public spending.

One of the most important results reached is that rationalization of public spending requires strengthening the transparency of financial operations in light of the general budget, and that it is necessary to move to prepare the public budget according to alternate foundations from the traditional basis to ensure upgrading the methods of implementing the public budget.
