ألقت الأزمة المالية التي تمر بها الجزائر بظلالها على الجماعات المحلية و زادت من وضعها المالي تأزما و تعقيدا و شلت حركتها التنموية الأمر الذي دفع للتفكير في إعادة بعث دورها الاقتصادي من أجل خلق الثروة و تنويع مواردها غير أن تفعيل هذا الدور متوقف على إشراك القطاع الخاص كفاعل أساسي في العملية التنموية في إطار مقاربة تشاركية و هو الأمر الذي يستدعي مراجعة النصوص السارية لمواكبة التحول الذي تشهده الجماعات المحلية
Abstract EN
The financial crisis that Algeria is going through has cast a shadow on the local communities, has made its financial situation become increasingly complex and has paralyzed its development movement, This has led to the thought of resurrecting its economic role to create wealth and diversify its resources, however, the realization of this role depends on the involvement of the private sector as a key player in the development process within a participatory approach, which requires reviewing the texts and regulations in force to cope with the transformation witnessed by local communities.

L'Algérie passe par une crise financière qui a touchée les collectivités locales, a rendu sa situation financière plus critique et compliquée, et paralysé son mouvement de développement, ce qui a conduit à envisager la reprise de son rôle économique afin de créer un récit et de diversifier ses ressources, mais l'activation de ce rôle dépend de l'implication du secteur privé en tant qu'acteur clé du processus de développement dans le cadre d'une approche participative, chose qui nécessite la révision des textes en vigueur pour suivre le rythme de la transformation des collectivités locales.
