Abstract EN

After the international community realized the necessity of respecting the human being, and asserting his rights to lead a decent life, especially after the technological and scientific progress that the world is witnessing today and the resulting developments in the methods and areas of health, social and psychological care, human rights have become a global character.

Considering people with special needs a vulnerable group in society that needs special care, especially children among them, we find that most states and international covenants stipulated protecting their rights and ensuring non-discrimination between them, as the Convention on the Rights of the Child of 1989 which is the first document stipulating non-discrimination between Children due to disability, rather than many international conventions and declarations in this field, as both the Declaration on the Rights of Mentally Handicapped Persons of 1971, the Universal Declaration on the Rights of Persons with Disabilities of 1975, the International Convention on the Rights of Persons with Disabilities for the year 2006, which is what the Algerian legislator tried to enshrine in interior laws.
