Abstract EN

The whole purpose of this research is to study potential of the web in dissemination of scientific and technical information and the aim of this investigation is to reinforce and to some extent to enhance E-publishing for the sake of embodying new facilities in the context of the semantic web initiative which becomes available with a touch of users fingertip and as one step forward toward a model of scientific methodology of the article in form of XML.

It is true to say that researcher reaches the point where he could unfold true nature of this problematic and to come up with remarkable conclusions which are related to the analysis of the data and interpretation of the results that is to say it has clear cut indication in order to know the nature of research that is conducted by professors of medicine within the faculties of medicine in the west of Algeria which has relation to a technical and scientific publishing, however selection of questionnaire technique of data collection was conducted in the first place therefore the finding of this survey sheds light on the crucial relation between professors of medicine, i.

doctors, and E-publishing and the significant role the technical and scientific information plays therefore it was crucially required to know the sections of medicine from the outset and for the sake of validating this result.

Governments throughout the world are working hard in promoting Internet infrastructure, in terms of its use in the workplace, schools, communities, and families and to spread it as well.

Policy makers have to find the way to facilitate the chances through the internet and to keep pace with information security risk management on the one hand and technical, scientific and information technology development on the other.
