The importance of this study apears in its way of dealing with a subject more important and modern in the current time (participatory approach, local governance) and linking it to the reality of the Algerian and the Moroccan as models.

The purpose of this study is to address the reform efforts initiated by the regime in Algeria and Morocco, Which aims to integrate participatory approach to updat local governance By Using a functional structure, state-in-society and the new institutionalism approaches, in order to detect the reality of the integration of participatory approach in models of this study as a requirement shared by the elite and the masses.
