Abstract AR
تعتبر المقاربة التشاركية من بين أهم الآليات الإصلاحية التي تسعى مختلف النظم السياسية إلى توظيفها كمحاولة منها لبلوغ غايتين أساسيتين هما: احتواء التجاذبات التي تفرضها بروز فواعل جديدة تطالب إشراكها في الحكم على المستوى الداخلي و ابتغاء أيضا الرفع من مستوى الأداء التنموي عن طريق دمقرطة عملية صنع القرار من خلال الفعل التشاركي أي بتعدد الفاعلين في العملية التنموية بشكل عام.
و في هذا الإطار تعتبر الجزائر أحد هذه النماذج و التي سارعت إلى تبني هذه المقاربة من خلال جملة من الإصلاحات.
إلا أن مسألة إدماج المقاربة التشاركية في الجزائر تعترضه العديد من العوائق ساهمت في تعثر الأداء الوظيفي لهذه المقاربة.
إذ تحاول هذه الدراسة معالجة إشكالية تعثر إدماج المقاربة التشاركية في الشأن الجزائري مركزة على المدخل القانوني في تفعيل هذه المقاربة.
Abstract EN
Participatory approach is considered among the most important reform mechanisms by the different political systems, in order to raise the level of development performance through the democratization of the decision-making process, in sense of multiplicity of actors in the political process in general.
In this context, Algeria is one of that models that employed the participatory approach through a series of reforms.
However, the issue of the integration of the participatory approach in Algeria knows many obstacles, and that contributed to the failure of the performance of this approach.
this study attempts to address the failure of integration of the participatory approach in Algeria By focusing on the legal aspects.
