Arabic Abstract

إدارة المخاطر ( RM ) لها تأثير كبير في توفير التكاليف و أداء الوقت لمشروع البنية التحتية تحتاج عملية صنع القرار في مشاريع البنية التحتية إلى الدعم من الأدوات التي ستمكن من تحديد المخاطر و تحليلها وصياعة إستراتيجية الاستجابة.

تهدف الدراسة الحالية إلى إدارة المخاطر في أنظمة النقل السريع ( BRT ) في الأردن، لتحقيق النجاح في مشاريع البنية التحتية في الأردن التي تحتاج إلى تطوير استراتيجيات الإدارتها و تحسينها في المستقبل.

تكمن مشكلة هذا البحث في أنه عندما بدأ ( BRT ) في الأردن، فإنه يواجه العديد من التحديات و العقبات التي تحول دون نجاح تشغيل المشروع هناك لمشروع البنية التحتية ( BRT ) تحمل مخاطر كبيره.

هذا يحتاج إلى إدارة فعالة.

تلقى هذه الدراسة الضوء على المخاطر المرتبطة بمشروع النجاح ( BRT ) في الأردن من خلال مراجعة الدراسات السابقة تم تحديد 38 خطرا و استخدامها في الاستبيان الذي تم توزيعه على عينة من 270 مستجيبا، و تم إرجاع 137 و تم قبول 115 للتحليل.

فيما يتعلق بالمقابلات، أكد 10 مستجيبين على الاستبيان أنهم على دراية بإدارة المخاطر، لذلك تم إجراء 10 مقابلات ثلاثة منها كانت متحيره و قبلت 7 الأخرى للتحليل.

تم اختبار البيانات التي تم جمعها باستخدام برنامج ( SPSS ) من خلال تحليل الاستبيان خلص البحث إلى أن أهم عشره مخاطر تواجه نجاح مشروع ( BRT ) في مرحلته التشغيلية تم تحديدها في هذا البحث الفساد والرشوة الأداء الضعيف للبنية التحتية الداعمة.

يسقط الأسفلت ويتشقق في مسار BRT بسبب استخدام المواد المعيبة.

المشاكل التعاقدية بين الشركة العاملة و الجهات الحكومية المسئولة عن المشروع ضعف الاتصال بين الأطراف المعنية.

المعارضة من مشغلي الحافلات الحالية حق الطريق غير كاف للسيارات و .BRT ضعف التنسيق و التنظيم بين الجهات المسئولة تخطيط غير فعال في التقاطعات و المناطق المزدحمة.

من خلال المقابلات تم تحديد أهم الحلول المتوقعة لهذه المخاطر، و السلطة المسئولة عن مواجهتها، و السلطة الإشرافية، و النتائج الإيجابية، و فى أى مرحلة من مراحل التشغيل، يجب مواجهة هذه المخاطر.

أما بالنسبة للدراسات المستقبلية، فمن المستحسن النظر في نتائج هذه الدراسة و توصياتها لمعرفة ما إذا كانت هذه التوصيات قابلة للتطبيق أو يمكن أن تقضي على المخاطر أو تخففها.

يوصى أيضا بإجراء دراسة إدارة مخاطر BRT على نطاق أوسع.

English Abstract

The risk management (RM) has huge effect of cost saving and time performances to infrastructure project.

The decision making process in infrastructure projects needs to be supported from tools that will enable risk identification, analysis and response strategy formulation to be developed.

The aim of the current study is to manage risk in Bus Rapid Transit (BRT) systems in Jordan, to achieve success in infrastructure projects in Jordan in need to develop strategies for managing and improving them in the future.

The problem with this research is that when the BRT began in Jordan, it faces many challenges and obstacles to the success of operating of the project.

There for BRT infrastructure project carry significant risks.

That need to be manage effectively.

This study highlights the risks associated with a project to success BRT in Jordan.

By reviewing previous studies, 38 risks were identified and used in the questionnaire distributed to a sample of 270 respondents, 137 were returned and 115 were accepted for analysis.

Regarding the interviews, 10 respondents of the questionnaire confirmed that they re aware of risk management, so 10 interviews were conducted, three of them were biased for not answering the questions completely and the other 7 were accepted for analysis.

Collected data were tested using (SPSS) software.

Through analyzing the questionnaire, the research concluded that the five most important risks facing the success of the BRT project in its operational phase were identified in this research: corruption and bribery.

Poor performance of the supporting infrastructure.

Asphalt fall and crack in the BRT track due to the use of defective materials.

Contractual problems between the operating company and the government agencies responsible for the project.

Weakness communication between interested parties concerned.

Through the interviews, the most important expected solutions to these risks were identified, the authority responsible for confronting them, the supervisory authority, the positive results, and at any stage of the operation stages, these risks must be faced.

As for future studies, it is recommended to consider the results of this study and its recommendations in order to know whether these recommendations are applicable or can they eliminate or mitigate risks.
